Four Phases of Cost Control During Construction

QSI’s work on Alino Hotel followed a structured lifecycle, from the first concept cost estimate in 2019 to the final settlement of accounts in 2026. Here’s how it unfolded.

  1. Pre-Construction (2019)
    Turning a Vision into a Viable Budget
    Preliminary cost estimates were developed from Keyland’s initial design concepts, giving the client a financially grounded view of what they were committing to. As the design was finalized, QSI built a detailed cost plan that covered not just construction costs, but financial viability, risk assessment, and value engineering recommendations.
  2. Procurement Stage
    Choosing the Right Contractors the Right Way
    Procurement is where many hotel projects quietly lose control of cost. QSI took ownership of the entire tendering process, such as preparing detailed Bills of Quantities (BOQs), managing bid documents, evaluating contractor submissions, making informed recommendations, and reviewing contract documentation before anything was signed.
  3. Construction Phase (Oct 2022 – Apr 2026)
    Watching Every Peso on Every Floor
    Once construction resumed after the pandemic pause, QSI was back on the ground. Monitoring costs, managing variations, certifying payments, and conducting regular site visits to track progress, quality, and cost implications in real time. No change order went unreviewed. No payment was certified without verification.
  4. Post-Construction (2026)
    Once the hotel reached completion, QSI finalized all project accounts, managed contractor settlements, administered the defects liability period, and conducted a full post-project financial evaluation. Keyland Corporation received comprehensive financial reporting and cost analysis, it is a complete record of every peso spent across the entire project lifecycle.

What Happens When There’s No QSI in the Room

The risks QSI managed on the Alino Hotel project aren’t hypothetical. They’re the realities of every complex construction project in the Philippines that lacks proper cost oversight.

  1. Budget overruns that compound silently
    Without active variation monitoring, change orders accumulate. Projects that started at ₱500M have finished at ₱700M, not because of one decision, but hundreds of unmanaged small ones.
  2. Procurement irregularities and inflated bids
    Without structured tendering and independent BOQ preparation, contractors can , and sometimes do, price packages significantly above market. An independent QS ensures the client is paying fair value.
  3. Contract disputes with no documentation to fall back on
    When changes aren’t formally managed, disputes follow. QSI’s contract administration creates a paper trail that protects the client in any disagreement, before it becomes a legal issue.
  4. Post-pandemic restarts with outdated cost assumptions
    Resuming after COVID without updated cost intelligence is like navigating with an old map. QSI ensured that when Alino Hotel’s construction resumed, the numbers reflected the market they were actually building in, not the market of 2019.

Rodriguez Sr. Avenue, a prestigious 4-star rating hotel that offers Filipino hospitality in one of Quezon City’s most competitive commercial corridors. The project that began in 2019, survived a global pandemic, and resumed in 2022, crossed the finish line with its finances intact and its vision uncompromised.
