Alviera Country Club is a premier leisure and social destination set within a 5.6-hectare development in the 1,800-hectare Alviera estate in Porac, Pampanga. The club features a modern clubhouse, fine dining options, recreational swimming pools, and various sports facilities. Its wide range of amenities is designed to offer members a relaxing, enjoyable, and socially engaging experience.

CLIENT REQUIREMENTS

The developers of Alviera Country Club engaged Quantity Solutions Inc. in 2017 as an independent Third-Party Quantity Surveyor to manage the procurement, construction and post-construction phase of the project. Our involvement aimed to safeguard the project’s financial interests while maintaining alignment with design intent and quality standards.

OUR CONTRIBUTION

During the procurement stage of the Alviera Country Club project, the contract packaging for various scope of works were already set. QSI helped evaluate proposals from both direct award and nominated subcontractors, making sure all cost submissions were complete, accurate, and aligned with project requirements and market rates. The team carefully reviewed unit prices, quantities, and supporting documents to ensure fair pricing. QSI also facilitated reconciliation meetings with contractors and subcontractors to clarify scope inclusions, address discrepancies, and agree on fair and transparent contract values. QSI further supported the client in contract drafting and negotiation to ensure clear and equitable terms for both parties.

During the construction phase, QSI handled the assessment of change orders and variation claims, a critical function in a complex and design-driven project like Alviera Country Club. The team thoroughly assessed the cost implications of design changes, site instructions, and unforeseen conditions, and conducted detailed reconciliation with contractors to confirm that all variations were justified, correctly priced, and approved under the contract. QSI also checked and certified contractors’ billing to ensure payments matched the actual work done. Throughout the project, QSI tracked costs and provided regular financial reports to keep the client updated on the budget.


In the post-construction phase, QSI prepared and verified the final accounts by reconciling total project expenses with the approved budget and contracts. QSI thoroughly reviewed variation orders, progress payments, and change order claims to include only legitimate, contract- compliant costs. This careful review protected the client from overpayments and unresolved claims.
